Various definitions of the concept of quality have been put forward.
One generic definition (Pass, 2006b) is as follows:
The overall characteristics of a product or service that fulfill the requirements of customers in terms of quality.
This definition aligns with the viewpoint of Joseph Juran, who, in the 1950s, defined quality as ‘fitness for use’ (as quoted in ASQ, 2019).
This definition is largely consistent with the definition of quality provided by APM (2019, p. 214):
The suitability for the intended purpose and the degree to which the output of a process or the process itself conforms to the requirements.

Quality and excellence go hand in hand.
Everyone must be responsible to a large extent on deciding what standard are acceptable parameters for quality control.
so yes, i agree that from the unset of a project the quality of the product must be in view.
weather or not individual team members can produce quality outcomes depends on the individuals percept to quality and excellence.

I think Quality should be internally focused as well as focused on the customer’s needs. An organization that has an internal Quality Standard is well prepared to meet customers needs as it’s priority is ensuring that it does the right thing the first time.
This means that it prioritizes Quality from the conceptualization stage of the project, the planning, resource allocation stage, scheduling, implementation and the execution phase which is the most critical phase of the project where the Quality target and client specification must be achieved to meet customers demands.
There needs to be open discussions with all stakeholders regarding Quality Outputs so that all parties are in sync with decisions made regarding Quality. Quality issues that arise should also be discussed with all stakeholders concerned so that appropriate decisions can be taken by parties concerned.
I think given the right tools for the right environment, the right methods, processes and collaborations, team members are poised to produced Quality Outputs.
