What is quality [PM Course discussion]

Various definitions of the concept of quality have been put forward.

One generic definition (Pass, 2006b) is as follows:

The overall characteristics of a product or service that fulfill the requirements of customers in terms of quality.

This definition aligns with the viewpoint of Joseph Juran, who, in the 1950s, defined quality as ‘fitness for use’ (as quoted in ASQ, 2019).

This definition is largely consistent with the definition of quality provided by APM (2019, p. 214):

The suitability for the intended purpose and the degree to which the output of a process or the process itself conforms to the requirements.

Now take a moment to consider the following statements about quality. Which ones do you agree with?

  1. Quality should prioritize the customer’s needs.
  2. Quality is an internal focus.
  3. Quality should be considered from the project’s inception.
  4. The execution phase of a project is crucial for achieving quality goals.
  5. Quality issues should be openly discussed to identify corrective actions.
  6. Quality problems should be concealed from customers and possibly managers.
  7. Individuals are enthusiastic about producing high-quality outcomes.
  8. Team members do not produce quality outputs without close supervision.

  1. Quality should be considered from the inception of the project and should always prioritize the customer’s needs because there’s for me there’s always this joy that comes when your customer likes the work you did and they’ll definitely recommend you to others and even come back again. Also quality is not just an internal focus,so if there’s any issue, the PM should let the customer know for any corrections. And lastly I don’t fully agree that the team members cannot produce quality output if not closely supervised, because personally I feel from the beginning of the project, each member knows what is expected of him/her,so the only supervision I feel is needed is review and correction of work done where necessary.

  4. I agree with the first statement that ” quality should be focused on customers’ need”.

This is because before the commencement of the project, there would have been prio discussion with the customers as to the level of quality they should be expecting and if they are definitely not ok with it then the would be another discussion as to what it will cost to improve the quality of the deliverables and the entire project.

  5. Here are my thoughts
Quality should focus on customer needs. I agree. Quality exists only if the output meets user requirements. Internal standards matter only if they serve the customer.

Quality is focused internally. I partly agree. Internal processes shape outcomes. Process discipline reduces defects. Internal focus alone fails if customer feedback is ignored.

Quality should be considered from the beginning of the project. I agree. Early quality planning prevents rework. Late fixes increase cost and delay delivery.

The execution phase is the most critical to achieve quality targets. I partly agree. Execution matters. Planning and design define most quality outcomes. Poor planning limits execution performance.

Quality issues should be discussed openly to find corrective actions. I agree. Transparency supports learning. Hidden issues grow into failures.

Quality problems should be hidden from customers and possibly managers. I disagree. Hiding issues damages trust. Early disclosure supports recovery and credibility.

People are keen on producing quality outputs. I agree with conditions. Most people aim for quality when goals are clear and resources exist. Poor systems reduce effort quality.

Team members do not produce quality outputs without close supervision. I disagree. Clear standards and ownership drive quality better than constant control. Excess supervision reduces accountability.

Overall view. Quality equals fitness for purpose. It requires early focus, open communication, strong processes, and accountability. Customer needs remain the final measure.
