A prime example is the review of large-scale infrastructure projects like railways.       1. MTD in my opinion it will be better to apply resource smoothing, increase project cost , by bring more hands and get the project done effectively

    2. Resource smoothing is the best since it doesn’t change time for deadline it only increase cost. But resource leveling is also good just that the sponsor may not have much time to wait
