The most difficult decision for the 3 project managers is how to take different considerations into different tasks. Most of them have a high priority on each tasks.
They would act differently in a different context because to solve the problem or make a decision requires different view and also solving it depends on which project exactly.
It was not easy to deal with a difficult decision. The three project managers were in different difficulty positions. What was important for them in taking decisions was the higher good. The priority at the moment, they brought every stakeholder to a round table to discuss and decide what’s best to do. It was a collective decision.
These were difficult decisions but was more important was for the greater good of all parties involved, the decision was also a collective decision, at the end it was win-win for all involved, do a little compromise in terms of budget if you consider the case of proving additional water for the event venue.
They were caught up in a difficult situation and didn’t have much of an option. But if they had thought about a different approach to get the same result but in a quite affordable means (in the case of finance) or a venue that can increase publicity which can be the favour of the organisation, just maybe the project will not need to be terminated.

In making decisions they explored different solutions and the pros and cons of the choices they considered taking. In different contexts related to available resources and other material and human constraints, maybe their choices would have been different.
Being a project manager, difficult decisions had to be made but there are some considerations that are meant to be made for instance, it could be for a good technical reason, there could be change in the outside world and before making decisions frustration must not be involved and communication must be direct and precise.
