I agree with all said about quality as quality should be considered from the beginning of the project as the execution phase of a project is the most critical to achieve quality targets.

Time and cost management are key performance indicators for a project manager but quality management is the topmost indicator because it bothers on the integrity of the project manager and his company.It also defines the value of a company.

I will like to relate quality to excellence, which is the highest degree of quality. Quality is seen as a topmost important output or product that us given or sold out to a customer in other to delight and give satisfaction to the client or customers.
The client sets the quality, but the PM vocalizes it and puts it on paper, so expectations are managed from the onset. The interplay between cost, time and quality is also key, as a reduction in any side of the triangle will affect the other sides.
