What I think was important for them in taking the decision is;
1. There is a clear route forward
2. Changes in the outside world making the project no longer a priority.
3. There might be a higher priority project that needs resources
4. Technical reasons why the project is no longer possible.
5. Whether the options for continuing vs cancelling are clear.
6. Whether relevant parties can come up with a solution or not.

Taking about the said date and time for the project also helps to manage time.What was important for them in making decisions was ensuring proper communication with the project organization and stakeholders.

Communicating possible risk factors ahead of time, would had cone in handy.

I do not think they will act differently in any other situation. As the aim is always to ensure that the team work towards the project’s goal.
On the experiences of the expert, the one on the language barrier sounds familiar especially when handling project in a different language speaking country. It is key to learn the best and most effective mode of communication in these places.

Well, in every difficult situation like this the aim is to make the stakeholders remember the goal and talk about getting to achieve it with a common understanding
