Various definitions of the concept of quality have been put forward.
One generic definition (Pass, 2006b) is as follows:
The overall characteristics of a product or service that fulfill the requirements of customers in terms of quality.
This definition aligns with the viewpoint of Joseph Juran, who, in the 1950s, defined quality as ‘fitness for use’ (as quoted in ASQ, 2019).
This definition is largely consistent with the definition of quality provided by APM (2019, p. 214):
The suitability for the intended purpose and the degree to which the output of a process or the process itself conforms to the requirements.

Most people can agree that there is a tremendous satisfaction to be found when you produce quality work. While what is considered “quality” will differ from person to person or customer to customer, our goal should always be to produce high-quality work.
For businesses, maintaining quality when it comes to project management is incredibly important. Whether your company seeks to provide fantastic products, services, media, or technology, it’s critical to the company’s outward perception and future that its quality levels don’t decrease below what is expected by customers or clients. That’s where project quality management can help out.

I agree that Quality should be focused on all the statements above to aid quality planning, quality assurance and quality control activities in the project.
Quality should be focused on the customers needs.
Infact at early stage of product design, project and product teams needs to have a view of the product quality before the product is out from the process. All options should be considered as they all boils down to customers satisfaction.
I agree that quality should be based on costumer’s needs, but in most cases, it should be backed by standards and local and/or international best practices.
